Allowance for loan system students
HBO and university students who studied during the loan system period (2015-2023) and did not receive a basic grant, may be eligible for 1 or 2 allowances. In January 2025, DUO will send the first notifications to students who have already obtained a diploma.

Allowance for lack of basic grant
The allowance for lack of basic grant is available to HBO and university students who were not eligible for a basic grant. It doesn't matter if they applied for student finance or not.
You:- were entitled to student finance for at least 12 months under the loan system (2015-2023);
- obtain or obtained a diploma within the 10-year diploma period;
- will receive €34.17 per month.

Study voucher allowance
The first students who studied under the student loan system were not able to fully benefit from investments in higher education. They can receive the study voucher allowance in addition to the allowance for lack of basic grant.
You:- first received student finance between September 2015 and August 2019;
- obtain or obtained a final diploma within the 10-year diploma period;
- will receive a one-time payment of €2,097.08.
If you already meet the conditions now, you will receive a personal notice in January 2025. If you obtain your diploma later, you will receive notification after your educational institution has submitted your diploma.

Additional allowance for loan system students
The new government has included plans for additional allowance for loan system students in its coalition agreement. The details of this plan are still being worked out. The proposal must still be approved by the House of Representatives and the Senate. The additional allowance is expected to be granted starting in 2027.
